Twist: Key Witness in Kisii DG Monda’s Impeachment Retracts Testimony, Alleges Governor Arati’s Coercion
The impeachment case that led to the removal of former Kisii Deputy Governor Robert Monda has taken a dramatic turn after the key witness recanted his testimony.
Denis Mokaya Misati, in sworn affidavits, has now admitted that his testimony and the evidence he presented before the Kisii County Assembly and the Senate were made under duress.
Coerced Testimony
One of the major allegations against Dr. Monda was that he had received Ksh.800,000 as a bribe from Misati to influence his employment at the Gusii Water Sanitation Company. Misati’s statement played a crucial role in the impeachment proceedings, as both the County Assembly and the Senate relied heavily on it to remove Monda from office.
However, Misati has now revealed that he was coerced into fabricating the bribery claims, which ultimately led to Monda’s impeachment.
In a five-page affidavit, Misati disclosed that he was summoned by Kisii Governor Simba Arati, who allegedly promised him a job in exchange for providing false testimony against his deputy.
He claimed that he was instructed to use money his father had been sending to Dr. Monda through his mobile phone as proof of a fictitious bribe for a job application at Gusii Water and Sanitation Company (Gwasco).
Fabricated Evidence and Emotional Manipulation
“I only agreed to the deal because of the reward promised by the governor,” Misati stated in his affidavit, which has now sent shockwaves through the county.
He further revealed that his witness statement had been scripted, with specific instructions even to shed crocodile tears to gain public sympathy.
Misati now disowns the evidence used to convict Monda and insists it should be considered inadmissible.
He also denied claims made during his testimony that he had sold his business to fund the alleged bribe.
Emotional Fallout and Regret
“Today, I feel haunted by my actions, which have caused disharmony in my once-united family,” Misati confessed.
He lamented that his relationship with his parents had been completely severed following his testimony, adding that he had not spoken to them since he testified under duress.
Misati maintains that his decision to swear the affidavit is driven by a desire to stand for the truth, regardless of the personal consequences.
The affidavit, signed before Khisa K. Wekesa of Mayogi Nyaribo and Company Advocates in Nairobi, has now raised serious doubts about the legitimacy of Monda’s impeachment.
Fallout from the Revelations
The dramatic revelation has cast a shadow over the process that led to Monda’s removal from office.
A year after the impeachment, Monda was replaced by Elijah Obebo as Kisii Deputy Governor. However, the latest developments could reignite debates over the validity of the impeachment proceedings and whether justice was truly served.
