Public Service Cabinet Secretary (CS) Justin Muturi has made shocking allegations, implicating the National Intelligence Service (NIS) in the abduction of his son, Leslie Mutiro. Speaking at an explosive press conference on Tuesday, January 14, Muturi accused NIS Director General Noordin Haji of orchestrating the kidnapping that reportedly occurred in June 2024.
The CS later recorded a detailed three-page statement at Kilimani Police Station, unveiling the chilling sequence of events. According to Muturi, his ordeal began with a distress call from his daughter-in-law, who relayed information from Embakasi West MP Mark Mwenje about Leslie’s alleged abduction.
Leslie, accompanied by MP Mwenje and lawyer Marangu Imanyara, was reportedly intercepted by hooded, armed men on Denis Pritt Road as they approached Olengruone Avenue. The trio had been en route to a birthday party in Lavington.
Muturi disclosed that the abductors were driving a white Toyota Prado, a vehicle whose details he shared with then-Inspector General Japhet Koome. However, despite assurances of heightened vigilance, the vehicle’s occupants remained untraceable.
Efforts to involve other top officials, including Interior Principal Secretary Raymond Omollo and Directorate of Criminal Investigations (DCI) Director Mohamed Amin, reportedly yielded no results. Calls to Haji and Anti-Terrorism Police Unit (ATPU) Director Kiprotich Mohammed went unanswered, adding to Muturi’s frustration.
Security footage obtained later from Kilimani Police Station allegedly showed the moments leading up to the abduction, including the white Prado trailing Leslie and Mwenje’s vehicle.
Muturi’s statement also revealed a direct confrontation with President William Ruto, where he expressed suspicions that the NIS was holding his son. The President reportedly questioned Haji, who admitted to detaining Leslie and assured his release within an hour.
The CS’s explosive claims have sparked widespread debate, with observers questioning the role of security agencies in the alleged incident. The NIS and ATPU are yet to release official statements addressing the accusations.
