Ruto Orders Agencies to Obey Him or Resign
An irate President William Ruto, on Thursday, November 28, issued a stern ultimatum to directors of 34 state agencies, accusing them of undermining efforts to digitize government services. Speaking during the First Anniversary of the eCitizen Directorate at the Kenyatta International Convention Centre (KICC) in Nairobi, the Head of State expressed his frustration with the slow pace of compliance with his directive to onboard key services onto the eCitizen platform.
The agencies targeted include high-profile organizations such as the Energy and Petroleum Regulatory Authority (EPRA), the Kenya Ports Authority (KPA), and Kenya Power Company Limited (KPLC). “These entities are yet to comply with my directive of onboarding government services in their departments on the platform,” Ruto stated. He further warned, “They have one week to comply, otherwise, they can make use of the door.”
Ruto underscored that the failure to integrate services into the digital platform was perpetuating revenue leakages and a lack of transparency. “These entities are yet to comply with my directive that their services, payments, and revenues must be on the eCitizen platform so that Treasury can follow the revenues collected by the government,” he emphasized.
The President highlighted a troubling pattern where some agencies that had ostensibly adopted the eCitizen platform still reverted to old payment systems, creating “grey spaces” that hinder accountability. “We still have government agencies that have come to the eCitizen platform but retreat once in a while to use alternative means of payment, including games with some banks,” Ruto revealed.
To address these issues, the President directed the agencies to submit a detailed compliance report to his office within three days. “I want a record of the last three months of government agencies that are already on the eCitizen platform but have decided to use alternative means. This will allow us to take action against those undermining transparency,” he ordered.
In his remarks, Ruto made it clear that any disregard for the directive would not be tolerated. “Ignoring this directive opens loopholes for pilferage of public money,” he warned, adding that such behavior contradicts the government’s broader goals of efficiency and accountability in public service.
