President Ruto Proposes Former IEBC Chief Hassan, Ex-MP Jaguar for Strategic State Roles
In a significant reshuffle of Kenya’s oversight bodies, President William Ruto has nominated former Independent Electoral and Boundaries Commission (IEBC) chair Ahmed Issack Hassan to lead the Independent Policing Oversight Authority (IPOA). The announcement, made in a statement by Head of Public Service Felix Koskei, confirmed that Hassan’s name has been submitted to Parliament for vetting and approval as the new IPOA Chairperson.
Hassan was among eight candidates shortlisted for the IPOA chair role in October, following a public call for applications issued by the IPOA Chairperson Selection Panel in mid-September. “In the transitions arising from vacancies within Constitutional Commissions and other State Agencies, His Excellency the President has today, in exercise of the prerogative vested in the Head of State and Government, nominated persons for appointment to various public offices,” Koskei’s statement read, adding that the names of nominees were derived from recommendations provided by the respective Selection Panels.
Alongside Hassan, President Ruto has nominated Ann Wanjiku Mwangi, Dr. Micah Onyiego Nyakego, Boniface Kipkemoi Samati, Dr. Annette Mbogoh, John Muchiri Nyaga, Kenwilliams Nyakomitah, and Jackline Lukalo Mwenesi to serve as IPOA board members.
In further appointments, former Starehe MP Charles Njagua Kanyi, widely known as Jaguar, and Dorothy Jemator Kimengech have been nominated as members of the Commission on Administrative Justice (CAJ), with Charles Orinda Dulo proposed as the Chairperson. Additionally, the President has nominated Sammy Chepkwony as the head of the Salaries and Remuneration Commission (SRC) and recommended Retired Maj. Gen. Martin Kizito Ong’oyi, Mohamed Aden Abdi, Jane Gatakaa Njage, Leonid Ashindu, Dr. Gilda Odera, and Dr. Geoffrey Apollo Omondi to serve on the SRC board.
In another strategic choice, former Isiolo Woman Rep Rehema Dida Jaldesa is poised to take the helm at the National Gender and Equality Commission, with Michael Mbithuka Nzomo nominated as a board member. Moreover, Gerald Nyoma Arita has been proposed as the Deputy Governor of the Central Bank of Kenya, marking a move towards reinforcing the institution’s leadership.
These nominations, awaiting Parliament’s approval, signal President Ruto’s drive to bring seasoned leaders into key roles within Kenya’s state agencies, aiming to strengthen oversight, administrative justice, and equitable remuneration frameworks across the public sector.
