National Assembly Invites Public Feedback on Three Key Bills
The National Assembly has officially opened a public consultation period for three significant bills currently under review. The invitation, announced on Monday, seeks public feedback on the Medical Social Workers Bill (National Assembly Bill No. 22 of 2024), the Assembly and Demonstration Bill (National Assembly Bill No. 213 of 2024), and the Kenya Revenue Authority (Amendment) (No. 2) Bill (National Assembly Bill No. 35 of 2024).
The Medical Social Workers Bill, championed by Hon. Robert Pukose, aims to establish a legal framework for the training, licensing, and regulation of medical social workers in Kenya. This bill will set standards for the profession, ensuring that practitioners are well-equipped to serve the public effectively.
The Assembly and Demonstration Bill, spearheaded by MP Geoffrey Ruku, seeks to actualize Article 37 of the Constitution, which protects the right to assemble, demonstrate, picket, and petition public bodies. However, following public opposition, Hon. Ruku has hinted at the possibility of withdrawing the bill, commonly known as the “Maandamano Bill.” He announced this consideration on his official X account, citing the concerns expressed by the public.
Meanwhile, the Kenya Revenue Authority (Amendment) (No. 2) Bill, proposed by the Leader of the Majority Party, intends to amend Section 5 of the Kenya Revenue Authority Act (Cap. 469). The bill proposes a legal framework for collaboration between the Kenya School of Revenue Administration and other higher learning institutions. It also empowers the Commissioner-General to appoint Deputy Commissioners and enables the Cabinet Secretary to waive penalties under specified conditions.
In line with Article 118(1)(b) of the Constitution and Standing Order 127(3) of the National Assembly Standing Orders, the National Assembly is committed to facilitating public participation in the legislative process. Copies of the bills are available at the National Assembly Table Office, the Main Parliament Buildings, and on the Parliament’s website.
Kenyans are encouraged to submit their views to the Clerk of the National Assembly via mail, hand-delivery, or email. The deadline for submissions is 5:00 p.m. on Monday, September 9, 2024.
