Isiolo Governor Abdi Guyo Faces Arrest Over Senate Committee Snubbing
Isiolo Governor Abdi Hassan Guyo is on the brink of arrest after repeatedly defying the Senate Committee on Labour and Social Welfare’s summons, with his latest no-show occurring on Tuesday, October 1. The committee, chaired by West Pokot Senator Julius Murgor, has resolved to take the drastic step of having him arrested for his blatant disregard of Senate orders.
Governor Guyo’s defiance has pushed the Senate Labour Committee to its limits, leading to a Ksh500,000 fine and an arrest directive to be enforced by Inspector General Douglas Kanja. This action follows the Governor’s absence at three consecutive summons—first on August 27, then on September 16, and most recently, on October 1. The Senate committee expressed frustration over the Governor’s consistent failure to appear and offer explanations on critical matters regarding human resource practices within Isiolo County.
Senator Julius Murgor, the committee chair, expressed the Senate’s firm stance: “We as a committee have resolved that the governor should pay a Ksh500,000 fine from his pocket, and he should be arrested and brought before the committee.”
The embattled Governor was expected to clarify the number of employees on Isiolo County’s payroll and the terms of their employment. This information is crucial for the Senate to understand the county’s human resource management and to ensure accountability in its operations.
A motion to discuss Governor Guyo’s conduct has also been introduced in the Senate, and several lawmakers are considering withholding funds allocated to Isiolo County until the leadership demonstrates a commitment to transparency and respect for legislative oversight.
Mombasa Senator Mohammed Faki voiced his disappointment, emphasizing the need for accountability: “I believe a warrant of arrest would be the best remedy for now. Let the pressure be on the Inspector General to bring him before the Committee.”
Isiolo Senator Fatuma Dullo, who spearheaded the calls for greater scrutiny of Governor Guyo’s administration, cited concerns about governance in the county. Senator Dullo had demanded that Governor Guyo provide comprehensive records of the county’s human resource policies and procedures, along with detailed payroll information, which remains outstanding.
In response, Governor Guyo has described the Senate’s actions as politically motivated and claims he is being targeted in a ‘witch hunt.’ Despite submitting a written response to Senator Dullo, the Governor declared that he would not honor any Senate summons, further escalating tensions between his administration and the Senate.
With the Senate committee now taking decisive action, all eyes are on IG Douglas Kanja as the next steps unfold in this standoff between Governor Guyo and the Senate.
