IEBC Chair Aspirant Kissinger Pushes for AI Utilization to Streamline Elections
Kakai Kissinger, a candidate vying for the Independent Electoral and Boundaries Commission (IEBC) chairperson role, advocates for a significant technological shift in Kenya’s electoral processes.
He presented his vision to the IEBC Selection Panel, led by Nelson Makanda, emphasizing the transformative potential of Artificial Intelligence (AI).
Kissinger believes that incorporating AI into elections would dramatically improve efficiency. He also stated that if selected, his priority would be to leverage AI and modern technology to decrease the substantial costs associated with elections.
In response to panelist Caroline Kituku’s inquiry about simplifying elections, Kissinger highlighted AI’s successful implementation in countries like India and the United States, indicating its feasibility for Kenya.
He further proposed extending technological integration to political party primaries. Kissinger suggested that the existing Kenya Integrated Election Management System (KIEMS) kits, which have proven effective in past elections, could form the basis for this expansion.
“The KIEMS kits cover everything from registration and voting to candidate management and results transmission. It’s a comprehensive system,” Kissinger explained.
“We must strive to adopt technology. A new platform or system is needed to ensure technology is used in party primaries.”
Kissinger’s extensive background supports his candidacy. He holds a Master of Laws (LL.M.) from Harvard Law School and a Bachelor of Laws (LL.B.) from the University of Nairobi. His experience includes serving as the Secretary for Resource Mobilization at the Ministry of Interior and National Administration.
His past roles include Deputy Chief Registrar and Acting Chief Registrar of the Judiciary of Kenya, and Senior Governance Advisor at GIZ Kenya. He also has experience in the NGO sector and academia.
