Government Workers’ Salaries Delayed as Payroll Systems Go Digital

Civil servants across the country will experience salary delays for November 2024, as announced by the Ministry of Labour and Social Protection. This development comes at a critical time, with the festive season just around the corner.

Labour Cabinet Secretary Alfred Mutua attributed the delays to an ongoing upgrade of the government’s payroll system. Speaking to Kenyans.co.ke, CS Mutua clarified, “The payroll system is managed and run by the Ministry of Public Service, which is upgrading its applications. This may necessitate delays in salaries.”

A memo from the Ministry of Public Service confirmed the delays, citing the migration from the outdated Integrated Personal Payroll Database (IPPD) to the advanced Human Resource Information System (IPPD). The ministry urged patience from all government employees, stating, “This is to bring to your attention that there is a delay in processing the November 2024 salary. Kindly bring this information to all officers under your supervision.”

The salary delays will affect employees in ministries, departments, and agencies across the public sector. This situation arises just four months after the government announced a revised pay structure for civil servants and weeks before the December holidays.

Under the new pay structure, civil servants are set to benefit from salary increments ranging from Ksh1,000 to Ksh3,000. The lowest grade, CSG 17, will see their monthly pay rise from Ksh16,920 to Ksh19,340. In contrast, employees in the highest-paid Grade 4 category will earn between Ksh182,890 and Ksh339,780 monthly.

Here is a breakdown of salaries across various grades under the revised structure:

  • CSG 16: Ksh18,250 to Ksh21,940
  • CSG 15: Ksh19,340 to Ksh23,520
  • CSG 14: Ksh20,560 to Ksh25,420
  • CSG 13: Ksh25,420 to Ksh32,000
  • CSG 12: Ksh28,620 to Ksh35,720
  • CSG 11: Ksh34,420 to Ksh44,410
  • CSG 10: Ksh41,420 to Ksh54,680
  • CSG 9: Ksh46,120 to Ksh62,930
  • CSG 8: Ksh52,330 to Ksh92,030
  • CSG 7: Ksh92,030 to Ksh127,340
  • CSG 6: Ksh105,570 to Ksh175,070
  • CSG 5: Ksh146,360 to Ksh245,000

The lowest job group, B1, comprises positions such as Officer III, Support Staff, Operator III, and Attendant III, while E4 represents the highest tier, encompassing highly skilled professionals in top management roles.

With this transition to an upgraded payroll system, the Ministry of Public Service has assured employees that the new system will enhance efficiency and accuracy in salary processing once fully operational. Civil servants have been encouraged to remain patient during this period of adjustment.
